School Impact Fees

The City Council, in response to a request from the Northshore School District, has added Comprehensive Plan amendments related to school impact fees to the Planning Commission’s 2017 docket.  Although the City Council will address how and whether impact fees are assessed, and the amount to be charged if an impact fee is established, the job of the Planning Commission is to amend the Comprehensive Plan to make school impact fees possible in Kenmore.

When the Comprehensive Plan was updated in 2015, the Northshore School District did not anticipate using impact fees for capital facilities improvements.  In fact, language in the Plan states that the District is not eligible to collect any impact fees for growth.  Now that the District has reevaluated their enrollment projections, factual information in the Element will need to be updated and the possibility of using impact fees addressed.

City Council will discuss school impact fees on March 26, 2018 at 7:00 p.m. at Kenmore City Hall, Council Chambers, 18120 68th Avenue NE.

The proposed amendments can be found here: Attachment 1 - Part 1 and Attachment 1 - Part 2.  The changes are highlighted in yellow.
