Kenmore City Council Announces City Manager Finalists

The Kenmore City Council has announced three finalists for the Kenmore City Manager position.

After a competitive national search, the following candidates were chosen to advance:

  • Teri Killgore
  • Stephanie Lucash
  • Jeff Swanson

The City Council invites the public to meet the finalists during a City Manager Finalist Candidate Reception on June 18 at 7 p.m. at Kenmore City Hall.

At the event, community members can engage with the finalists, ask questions and provide input. Attendees can share comments anonymously on cards that will be collected and reviewed by the City Council prior to finalist interviews on June 19.

Reception Itinerary:

  • 7–7:30 p.m.: Informal meet and greet with finalists stationed around the room
  • 7:30–8 p.m.: Finalist introduction speeches
  • 8–8:30 p.m.: Continued meet and greet
    Light refreshments will be served.

The City Council encourages residents to attend and share their voices in this important step in selecting Kenmore's next City Manager.

Teri Killgore

Teri Killgore is the current Economic Development Director for the City of Scottsdale, AZ. She began in public service in 1995, and since has served as the Downtown Redevelopment Manager for the City of Chandler, Arizona, Assistant to the City Manager for the City of San Jose, and Assistant City Manager for the Cities of Vallejo, and Walnut Creek, California. Teri holds a Master of Public Administration and Bachelor's Degree in Sociology.

Stephanie Lucash

Stephanie Lucash is the current Interim City Manager for the City of Kenmore. She has 30 years of public service experience including serving as Deputy and Assistant City Manager for Kenmore since 2021, as well as various leadership positions in the Cities of Seattle, Covington, and King County. She holds a Masters in Public Administration and Bachelor's Degree from the University of Washington.

Jeff Swanson

Jeff Swanson has 26 years of experience in roles across the state of Washington including City Manager for the City of Battleground, WA, Interim City Administrator for the City of Camas, WA, Interim Finance Director, and Economic Development Director. He is the current Managing Director of a consulting firm in Washington, as well as the Interim City Manager of Medina. His education at Portland University includes completed coursework towards a Ph.D. in Systems Science & Theory, two M.S. degrees, and a Bachelor's Degree in Economics.
