Each project notice contains instructions on how interested parties can obtain detailed information for the project.

Bid No. 25-C3160 Kenmore Public Works Operations Center Initial Site Work

 

Notice is hereby given that bid proposals will be received by Kenmore City Clerk for the Kenmore Public Works Operations Center Initial Site Work Contract. Bids are due no later than August 7, 2025 – 1:00 PM EXACTLY, Pacific local time, at which time bids for the above referenced project will be opened and publicly read aloud.

ITEM FOR BID:

The City of Kenmore intends to develop a new Public Works Operations Center in two Phases. The work in this bid is for an Initial Site Work Contract. The work shall include, but is not limited to clearing the site, rough grading and earthwork to bring the site to near final grades, installation of crushed rock and asphalt treated paving areas, and installation of underground utilities. The work will include cast in place retaining walls, installation of new geo-thermal wells to support future geo-thermal heat pumps, and decommissioning of two existing residential potable water wells.

The work in this contract will develop approximately 3 acres.

The project is located at 6450 NE 202nd Street, Kenmore, Washington 98028.

The estimated construction cost: $3,700,000

Contract Working Days: 90 working days

 

BID DOCUMENTS:

Bid documents were prepared by Wagner Architects, 1916 Pike Place, Seattle, WA 98101, and will be available beginning July 16, 2025. Each bid shall be in accordance with the plans and specifications and other contract documents, which are available as follows:

Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "City of Kenmore".  This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Public Works – Registration, Licensing, and Contractor Certifications:

Pursuant to RCW 39.06, the Bidder shall be registered and licensed as required by the laws of the State of Washington, including but not limited to RCW 18.27.

All bidders must certify that they are not on the Controller General’s list of ineligible contractors or on the list of parties excluded from Federal procurement or non-procurement programs.

In order to perform public work, the successful Bidder and Subcontractors, prior to Contract award, shall hold or obtain a City of Kenmore business license and such licenses and registrations as required by State statutes and codes, and Federal and local laws and regulations.

 

BID SECURITY:

Certified check, bank cashier's check or bid bond congruent with the Form of Bid Bond as identified in the "Instructions to Bidders" is required to be submitted with the Bid Proposal, in the amount equal to five percent (5%) of the total basic bid.

 

ON SITE PRE-BID CONFERENCE:

All bidders are strongly urged to attend the pre-bid conference on the project site is scheduled for July 29th at 11:00 AM. Prospective bidders will have the opportunity to inspect the existing site conditions including the two residential wells to be decommissioned.

 

RIGHT TO ACCEPT OR REJECT:

The Owner shall reserve the right to reject any or all proposals and the right to waive any irregularities or informalities in any proposal, subject to the Laws of the State of Washington as pertinent to Public Works and congruent with requirements and policies of the City of Kenmore, and as may be deemed in the best interest of the Owner.

The award of the contract will not occur until the City of Kenmore has reviewed all bids for responsiveness and responsibility determinations and the Kenmore City Council has formally awarded the contract. No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract. No bidder may withdraw his/her bid for a period of sixty (60) calendar days after the day of bid opening.
