Kenmore Automated Photo Enforcement (KAPE) Program
NOTICE
Notice is hereby given that the City of Kenmore, Washington (the City) seeks proposals in response to this Request for Proposals (RFP) No. 21-2766. A proposal submitted in response to RFP No. 21-2766 must be filed with the City at the address and submittal due date and time noted above.
PROJECT OVERVIEW
The City seeks to implement an automated photo enforcement system, referred to as the Kenmore Automated Photo Enforcement (KAPE) program. The KAPE program includes automated speed enforcement for school speed zone violations, and red-light photo enforcement at signalized intersections. The KAPE program will initially include three locations, but may be expanded to include additional locations in the future. The three initial locations are:
- Stoplight violations enforcement for eastbound left-turns only at 61st Av NE and SR 522
- School speed zone violations enforcement in the Arrowhead Elementary school zone on Juanita Dr NE near NE 153rd Pl
- School speed zone violations enforcement in the Kenmore Elementary school zone on 73rd Av NE near 71st Av
The school speed zone violations photo enforcement locations on Juanita Dr NE and on 73rd Av NE must be implemented no later than August 30th, 2022, which is before the beginning of the Northshore School District Fall Semester on August 31, 2022. The stoplight violations photo enforcement location at 61st Av and SR 522 must be implemented as soon as is feasible, but no later than December 1st, 2022.
SCOPE OF SERVICES involves the following elements:
- CAMERA SYSTEM
- SYSTEM INSTALLATION
- TESTING, REPAIR, MAINTENANCE
- SYSTEM OPERATION
- VIOLATION PROCESSING
- CUSTROMER SERVICE, EDUCATION, AND OUTREACH
- MONTHLY FEE AND CONTRACT PERIOD
Upon awarding a contract, the City plans to issue a Notice to Proceed on May 31, 2022 per the Proposed Schedule (outlined in the detailed RFP document).
The City encourages disadvantaged, minority, and women-owned consultant firms to respond.

Notice is hereby given that emailed proposals will be received no later than April 25, 2022 by Kenmore City Clerk at bids@kenmorewa.gov. Mailed proposals must be postmarked no later than April 25, 2022 and sent to City of Kenmore, Attn: Tobin Bennett-Gold, 18120 68th Ave. NE, Kenmore, WA 98028.
