The City of Kenmore operates under a Council-Manager form of government. In this form, the elected seven-member City Council appoints a city manager to provide management direction of all city departments and activities in accordance with Council policies and direction. The City Council is responsible for establishing City policies; enacting and amending City laws; adopting the biennial budget and appointing citizen boards and commissions. City Councilmembers serve staggered four-year terms. All Councilmembers are “at-large” meaning that they serve the City as a whole as opposed to a specific district. The Council selects one of its members to serve as mayor and a second as deputy mayor for two-year terms.

City Council Meetings 

Unless otherwise posted the meetings are held at 7:00 PM the 2nd, 3rd and 4th Mondays of each month on-site in the Council Chambers. Additionally, we try to provide access to the meeting virtually via Zoom webinar, YouTube livestream, and through the Agenda Management Portal. 

City Council agendas are available to the public from the City Clerk’s office the Friday prior to the Monday meeting and are posted on the City's website. Agendas are also posted at Kenmore City Hall and copies will always be available at the Council meeting.

Meetings are open to the public and public participation is encouraged through Public Comments (see above).

Loutsis, Nathan

Councilmember Loutsis currently holds Position No. 7 on the City Council.

  • Current Term January 1, 2024 - December 31, 2027

Councilmember Loutsis was born and raised in Kenmore, attending Northshore public schools and graduating from Inglemoor High School. He is a fourth-generation Kenmore resident.

Nathan graduated from the University of Washington with a Master of Public Administration (MPA) and Graduate Certificate in Nonprofit Management from the Evans School of Public Policy and Governance, and a BA in Political Science: International Security. Currently, he serves as a Program Manager in the University of Washington's Community Engagement and Leadership Education (CELE) Center.

He has conducted research on governance at the local, state, and national levels through the Evans School of Public Policy and Governance and the Center for American Politics and Public Policy as a research assistant and fellow. He has also been recognized as a Jackson Munro Public Service fellow and NextGen Civic Leader Corps scholar for his service in the public sector, especially at the local level.

Nathan formerly served on the Kenmore Planning Commission and previously worked as a Kenmore Public Works employee. He was awarded the McMaster Emerging Leader Award by the Kenmore Heritage Society in 2021. In 2024, he earned his Certificate of Municipal Leadership (CML) from the Association of Washington Cities.

Councilmember Loutsis represents the City and Council on several regional committees, including the Eastside Transportation Partnership, Seashore Transportation Forum, Northshore Parks and Recreation Service Area Board of Directors, Regional Crisis Response Agency Principals Board, and as an alternate on the Sound Cities Association's Public Issues Committee (PIC).
