Pandemic Recovery (ARPA) Grants for Kenmore Small Businesses and Nonprofits
Background
The COVID-19 pandemic caused severe, intertwined federal, state and local public health and economic crises. Congress passed the American Rescue Plan Act (ARPA) in March 2021 to provide Coronavirus State and Local Fiscal Recovery Funds (SLFRF) to state, local, and Tribal governments to respond to the pandemic and its economic effects and to build a stronger, more equitable economy during the recovery. The SLFRF or ARPA Final Rule provides the framework for all of the City's ARPA programs.
At the July 26, 2021 Kenmore City Council meeting, staff identified that several local businesses were negatively impacted from the pandemic, including being shut down, having limited hours, losing employees and revenue. At this meeting, the Kenmore City Council established principles and strategies for addressing the adverse impacts of the pandemic, including providing relief to businesses in need due to the pandemic.
At its May 16, 2022 meeting, the Kenmore City Council approved an ARPA Work Program that includes $250,000 for assistance to Kenmore businesses struggling to recover from the pandemic. $65,000 was granted in the 2022 application period open to businesses with commercial locations in Kenmore, leaving a balance of $185,000 available for new grants. ARPA funding is (and has been) necessary to provide a much-needed infusion of resources to address the economic fallout from the pandemic, support individuals, businesses, and essential workers, replace lost government revenues, and make investments to ensure a strong and equitable response to, and recovery from, the pandemic.
