The City of Kenmore is updating its Parks, Recreation, and Open Space (PROS) Plan. The current PROS plan was adopted in 2020 and the update will be completed by February 2026. The Plan update will reflect changing recreation trends, demographic context, and community interests in the city.
The PROS Plan provides a framework for future development of the parks system and recreation facilities and programs over the next 20 years. The Plan identifies and categorizes existing conditions, evaluates the context of the city and the community it serves, analyzes the demand and need for parks and recreation facilities, and recommends improvements to the parks system to meet the future needs of the community. Both short and long-term improvements are considered, as well as potential funding and implementation of the proposed improvements over time.
The PROS Plan must be updated every six years to meet the State of Washington’s Recreation and Conservation Office’s (RCO) planning requirements which will enable the city to apply for parks, recreation and open space grants through various RCO grant programs.
Community engagement is an important part of the Plan update. In April 2025, City staff and a team from Beckwith Consulting group interviewed representatives from local jurisdictions, educational facilities, non-profits, athletic groups and community organizations to get input on what they would like to see for the future. Feedback from the interviews emphasized improving accessibility, enhancing waterfront access, promoting active lifestyles through new facilities, preserving natural environments, and fostering cultural and community engagement. As the update progresses, the city will continue to involve the community through public meetings, surveys and feedback opportunities like the Farmer’s Market, an Open House, or other city-sponsored events throughout the summer to ensure the updated plan aligns with the values and needs of Kenmore residents.
