New ADU and Middle Housing regulations are on the 6/23/2025 City Council Meeting Agenda (for adoption). For more information, review the agenda here. 

In an effort to promote diversified and attainable housing options, the Kenmore City Council approved Resolution no. 23-400 to waive building permit fees for the construction of new accessory dwelling units (ADUs). The resolution and revised fee schedule went into effect July 1, 2023. ADU fee waivers remain a part of the current (2025) fee schedule as well.
