ADU and Middle Housing regulations were adopted on June 23, 2025 by the Kenmore City Council. The ordinance can be viewed here.  

In an effort to promote diversified and attainable housing options, the Kenmore City Council approved Resolution no. 23-400 to waive building permit fees for the construction of new accessory dwelling units (ADUs). The effective date of the resolution was July 1, 2023. ADU fee waivers remain a part of the current (2026) fee schedule.  

Like most permit applications, ADU permits can be applied for online at mybuildingpermit.com.
