At the June 17, 2025, Planning Commission meeting, Staff will provide a briefing regarding the Bastyr University Master Plan Update, Comprehensive Plan Amendments & Zoning Amendments. A PowerPoint presentation will be provided, and staff will answer questions regarding the project and review process. Note that because the application is currently under review stages, and the City is awaiting a response from the applicant, what staff will be able to respond to may be limited.  No action will be taken.

May 15, 2025:
This week, Bastyr University announced that its property within Saint Edward State Park, including some or all of its campus, is for sale. Bastyr has been a valued part of the Kenmore community since relocating here in 1996 and is one of the City’s largest employers. As part of a separate, ongoing process, Bastyr recently submitted proposed updates to its Campus Master Plan and requested a related amendment to the City of Kenmore’s Comprehensive Plan. These proposed amendments will continue to undergo careful review from the Planning Commission, including public input, SEPA environmental review, and final decisions by the City Council. Background:

Bastyr University is currently updating its Master Plan, which provides a framework and vision for future uses and development on the property over a 10+ year period of time. The City of Kenmore's Comprehensive Plan requires Bastyr to have a Master Plan to guide property development. Bastyr’s current Master Plan was adopted in 2009 and expires in December of 2025.

Project Location: 

Bastyr University is located at 14500 Juanita Dr NE, Kenmore, on a 51-acre campus, adjacent to Saint Edward State Park.

Project Description: 

Bastyr University’s application materials describe the Master Plan project as follows: “The university and accessory uses will continue to be organized around the central Academic Core which is anchored by the existing Saint Thomas building. Auxiliary uses are proposed north of the Saint Thomas building, including the adaptive re-use of four of the existing residential buildings as well as a mix of new residential and commercial uses, including day care, clinics, wellness centers, and neighborhood services”.

Why the City is Involved:

Bastyr University’s proposed amendments to the Master Plan, including the proposed addition of market rate housing to the campus, requires proposed amendments to the City’s Comprehensive Plan, amendments to zoning regulations, and completion of environmental review (SEPA).  

City of Kenmore Review Process: 

A consolidated review of the Bastyr University Master Plan update, Comprehensive Plan amendments and amendments to zoning regulations is required. This is a Type 5 review process (KMC 19.25.020).  A Type 5 review process requires review by the Planning Commission who will also conduct a public hearing (date TBD) and make a recommendation to the City Council.  

Timeline (dates subject to change):

  • 11/27/24: Bastyr University submitted an application for proposed amendment of the Comprehensive Plan and zoning regulations.

  • 1/27/25: The City Council approved the Planning Commission work program “docket” including review of amendments to the Bastyr University Master Plan and associated amendments to the Comprehensive Plan and zoning regulations. 

  • 4/18/25: Bastyr University submitted an application for amendment to the Bastyr Master Plan.

  • 5/16/25: The City issued a letter regarding Bastyr's application.

  • 6/17/25: Planning Commission agenda and recording
     
  • June to December 2025 (possibly 2026 Annual Docket): Planning Commission review, public hearing and recommendation to the City Council. Dates to be determined.

  • August – December 2025 (possibly 2026 Annual Docket):  SEPA environmental review process and action.

  • November 2025-December 2025 (possibly 2026 Annual Docket): City Council review and decision. Dates to be determined.

Project Status: 

The project is in the land use decision process, currently under review.

Public Comments may be emailed to bastyrmasterplan@kenmorewa.gov. Additionally, the public may provide comments in-person or remotely at upcoming Planning Commission and City Council meetings. Other opportunities for public comment will be noted on this webpage when available.
